APCSOA submits memo to CM

ITANAGAR, Jul 11: 6. Chief Minister Nabam Tuki has informed the delegation of Arunachal Pradesh Civil Service Officers’ Association (APCSOA) that a proposal regarding creation of separate IAS cadre has already been sent to Union Ministry of Home Affairs (MHA). Tuki said this while responding to a six-point memorandum submitted to him by the delegation in his office chamber here on July nine, according to an APCSOA release.

While appreciating the idea of providing incentives to APCS officers posted in hard belt, the chief minister assured the delegation to look into the matter.  On demand for implementation of the Bagra Committee report, Tuki said it will be implemented in phased manner. The chief minister appreciated all the APCS cadre officers for their effortless services rendered during last general election to the govt. besides all odds. He also requested the APCS officers to do the same in future too and also extend support to the govt. for all round development of the state and nation as a whole.

Earlier, the delegation submitted a memorandum to the chief minister requesting creation of a separate cadre for IAS/IPS/IFS Officer’s of the state, to raise the cadre strength of IAS from existing 37 to 75, implementation of Bagra Committee recommendation in toto for streamlining the APCS cadre, providing soft loan for vehicles and triennial cadre review and for review of the notification issued on March 1, 2014 by RD department for appointment of APCS officer as BDO, incentives to APCS officers posted in hard belt of the state at par with All India Service (AIS), to provide Govt. residential accommodation to APCS officers in the state capital.

The association also appealed to the chief minister for a thorough inquiry into the assault case involving one APCS officer at Seppa during the last general election.

 

TCYA alleges Assam police atrocities at Taraso

ITANAGAR, Jul 11: Taraso Circle Youth Association (TCYA) has condemned the atrocities being meted out against the people of Arunachal Pradesh at Taraso circle by Assam Police.

According to TCYA, one Doctor Tisso of Taraso Karbi of Taraso circle was arrested by Assam Police without any valid reason when he was searching for his missing cow.  Later, he was sent to Behali Police station without giving any information to his family members or relative, informed the association.

While describing the tense situation prevailing in the area, the Association further claimed that the domestic animals, particularly cattle, of the villagers are being taken away forcefully by Assam Police personnel and sold them in local markets.

The Youth Association urged governments of both Assam and Arunachal Pradesh to seriously look into the matter and solve it amicably for good. It also urged the district administrations of Papum Pare of and Sonitpur, Assam to look into the matter seriously before the situation aggravates.

 

BJP terms Union Budget historic

ITANAGAR, Jul 11: The State Bharatiya Janata Party (BJP) has lauded the Union Budget presented by Finance Minister Arun Jaitley and termed it historic.

The Budget has covered all aspects. It will benefit the middleclass families, traders and give relief to the farmers. The budget has also given top priority to North Eastern States by allocating separate budgetary provision which would benefit the people of North East, Party spokesperson Techi Necha stated in a release.

 

Seminar on domestic violence held

ITANAGAR, Jul 11: State level seminar on “ Domestic and gender based violence” was organized by Sosial Welfare Management and Promotional Organization, Parbuk at Roing sponsored by National Women Commission for woman.

Participating in the seminar, Roing ADC W.Tinkak stressed the need for eradicating Domestic and gender based violence from the the soceity.

Legal Expert highlighted about laws against Domestic Violence and Gender based violence in the society.

Deputy Director (ICDS), CDPO, and DLEO Roing also spoke took part in the seminar.

Other participants included public and panchayat leaders, members from DAWA and representatives from various NGOs.

 

“No bandh effect in Dambuk”

ITANAGAR, Jul 11: The 36-hours state-wide bandh call given by All Arunachal Pradesh Students’ Union (AAPSU) from July has not affected the normal life in Dambuk Sub-Division of Lower Dibang Valley district, informed Dambuk Anchal Chairperson Baling Perme in a release.

“Normal life in Dambuk sub-division remained unaffected due to the bandh call as all markets remained opened during the bandh and govt. offices and educational institution functioned normally, he claimed.

 

NRDWP must benefit rural people:AAPBSU

ITANAGAR, Jul 11: All Arunachal Pradesh Border Students’ Union (AAPBSU) urged both the Eastern and Western Zone chief engineers of PHED to implement the National Rural Drinking Water Supply Programme (NRDWP) properly in the state by maintaining the guidelines to provide drinking water, especially to the rural people.

AAPBSU in a memorandum to both the CEs appealed to carry out the scheme at remote rural areas of the state particularly at interior and rural border areas where people are still not getting the benefit of this scheme.

“Rural water supply has traditionally focused on extending coverage to rural areas in order to provide safe drinking water and service at rural areas. Water being a state subject, the primary responsibility of providing drinking water facilities in the country rest with the respective state government while the centre formulates policies and guidelines for the sector and supplements the efforts of the Governments by providing technical and financial assistance under the centrally sponsored Accelerated Rural Water Supply Programme (ARWSP), now rechristened NRDWP,” the memorandum said.

 

AYA seeks provision of civilian enclave/terminal at Ziro ALG

ITANAGAR, Jul 11: The Apatani Youth Association (AYA) has sought provision for civilian enclave/terminal at ALG, Old Ziro.

In its memorandum submitted to the AOC-IN-C, Eastern Air Command IAF, Shillong, while expressing the sentiment of the Apatani community who donated the area for ALG free of cost said that the civil terminal must cater to handling of passengers of 100 as minimum yardstick and that the planned entry/exit gate be built with direct access to the main/link road so as to maintain the security integrity of the defense property.

It further requested for installation of a navigational aids and landing system at the ALG.

 

Mass teachers’ transfer alleged

ITANAGAR, Jul 11: Claiming that on July 2 many teachers were transferred from Tali and Pip-Sorang circle under Kurung Kumey district on political ground with no relievers, The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) Tali & Pip-Sorang Block Unit has appealed to the concern authority to reconsider the mass transfer.

In a release, it informed that now the concern schools are affected with teacher shortage as mass transfer was done with no relievers.

With no teacher’s quarter and no regular salary, how they will stay at other constituencies, it questioned.

It further asked the political leaders of the area not to interfere in the matter of posting of teachers.

 

Old man injured by landslide

ITANAGAR, Jul 11: Heavy landslide injured an old person, namely Tajing Richa aged about 70 years at Deeder colony of Type-I, East Seppa of East Kameng district recently.

The land slide also damaged several dwelling houses in the colony. There are more than 1000 families living in the colony and the total population is about 3400. Landslide is a regular phenomenon of the area but the magnitude of landslide occurred this year has been heavier than earlier, according to a release.

The colony dwellers have appealed to the authority concerned to take necessary step to prevent such landslide to protect the life and properties of the people.

 

AASSATA seeks four month’s pending salary

ITANAGAR, Jul 11: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has urged the state government to release the pending four months’ salary of SSA teachers by the end of July.

In its letter submitted to the state project director, SSA, Rajya Sabha, while saying that it has learned from some reliable source that MHRD had released Rs 5 crore for SSA teachers in the state last month, it warned of launching democratic movement if the demand is not fulfilled.

 

CYO demands action against illegal occupants of Urban Housing Complex

ITANAGAR, Jul 11: Claiming that large numbers of people have settled illegally in the Urban Housing Complex at Jully Village, The Capital Youth Organization (CYO) has asked for initiating necessary action against illegal occupants and providing the same to the needy people.

In their complaint letter submitted to the DC, Capital Complex and Director, urban Development and Housing Complex, it said that the occupants have occupied more than one room/unit violating the one family one unit programme.

 

Manmao gets police station

CHANGLANG, Jul 11: Changlang Superintendent of Police Vijay Kumar inaugurated Manmao Police station here at Manmao today.  Changlang Deputy Commissioner Chanchal Yadav, Jairampur ADC Kento Riba, PRI leaders, GBs and Govt staff were present on the occasion.

Terming the day as historic, the SP expressed hoped that the opening of PS will not only check crimes but will also usher in an era of security and well being amongst the people in this remotest part of the district. He asked the OC to conduct a monthly meeting with PRI leaders and GBs along with the concerned administrator to redress the grievances of the people.

Speaking on the occasion, the DC Changlang appealed the people of the Circle to refrain from opium cultivation and described it as public menace, hazardous and detrimental not only to the user but to the society as a whole. Giving a patient hearing to the problems of public, she assured that all possible steps would be taken to solve the issues raised.

More than thousand saplings planted to mark Vanmahotsava

TAWANG, Jul 11: Around 1500 saplings were planted in and around Govt. School campus, ADC office block, tourist lodge premises and other public areas in Lumla today. The mass tree plantation was organized under the initiative of the 7 Maratha Army Garrison in collaboration with the Lumla Govt administration with the theme ‘Vanmahotsava – A Greener Tawang.’  

Large number of students from various schools of Lumla block, general public and the Indian Army participated in the plantation drive. Children from Lumbu village, a village situated at the Indo-China border were also present to contribute towards a greener environment.   

In addition, a painting competition was organized which was participated by as many as 300 students. The winners of the competition were felicitated at the end of the programme.

 

Plantation marks Vanmahotsava

ITANAGAR, Jul 11: The School Management Committee (SMC) along with parents of Govt. Middle School, Hawa Camp conducted a plantation programme cum environmental awareness camp at Hawa Camp today.

An Essay writing competition on topic "Importance of plants in our daily life" was also organized among the students to create awareness among them about the role of plants in our daily life. Nich Raja of Class VIII won the first prize while Nabam Yagar and Taba Soniya were adjudged second and third respectively. The plantation programme was sponsored by IOC Kimin Bottling Plant to mark Van Mahotsav month.

While giving away the prizes to children Solei Kumra, Assistant Plant Manager, IOC Bottling Plant dwelt in length the importance of plant in daily life. He welcomed the step taken up by SMC members of the school and gave assurance that his organisation will extend all help for such noble work to make the mother earth greener and cleaner.

SMC Chairperson Takio Yanu opined that planting trees will not only beautify the school campus but also provide good and peaceful atmosphere for studies. She requested the IOC Plant Officer to provide furniture and other possible help to school under CSR as the School has been running with acute shortage of bench,desk and other necessary school furniture to which which the officer responded positively.

Earlier, the Headmaster of School S.N.Bora informed in details to  SMC members the basic problems faced by the school like lack of drinking water supply despite having separate water supply line and electricity connection. He requested the Anchal Chairperson to do the needful for the convenience of pupils especially for mid-day meal preparation.

The GPM and the HGB all also highlighted some problems related to the school.

The programme was attended by all SMC members, GBs, teachers and parents.

The uniqueness of the programme was shouldering the responsibility for maintaining the planted saplings to an individual for each sapling.

Stabilize population growth for better future: Pul

ITANAGAR, Jul 11: Health and Family Welfare Minister Kalikho Pul on Friday said stabilization of population growth is need of the hour to make better tomorrow for human existence. The health minister was addressing at World Population Day (WPD) function being observed by the department of National Health Mission erstwhile National Rural Health Mission at Naharlagun.

Citing the experts’ report which revealed that by 2030, India would be the most populous country in the world if it goes by the current birth rate, the Minister alerted that explosion of population will have greater impact on natural resources, water and other basic amenities.

“We need to educate the people and children at school level on population control and its impact on human existence itself, natural resources and land are limited it does not multiply like population” said Pul. He said that pro-active role is needed to be played by the stakeholders such as individual, NGOs, school teachers and PR leaders and ASHA workers in the society for stabilization of the fast growing population.   

Pul further added that effective message on awareness of population stabilization should be delivered at village level by involving Gram Panchayat members, school teachers and ASHA workers. He also sought cooperation from NGOs for effective campaign on stabilization of population at rural areas.

Earlier, the Minister flagged off the bike rally of Arunachal Bullet Club from NHM office to bring awareness on population control and its impact on human existences. Altogether thirty bikers took part in the rally around Capital Complex. NHM Managing Director PN Thungon in his address highlighted the objectives of the WPD. Emphasizing on population control and stabilization, Thungon said fast growing population will have larger impact on quality of life, global warming and would also threaten the very existence of the Earth, if the corrective measures are not taken properly. He added population should grow along with facilities of social, wealth, education and health sector. Managing director further appealed to the staffs specially ASHAs to play pivotal role to stabilize the population growth by creating awareness among the people at village level.

Dumporijo MLA Paknga Bage, Director, Health Service Kartik Nishing were also present on the occasion.

Meanwhile, the health department of Upper Siang district has marked the world population day at Yingkiong by organizing a workshop under the chairmanship of   Deputy Commissioner Dr. Tariq Thomas.

The NHM has been primarily focusing on five matrixes, such as reproductive health, maternal health, newborn health, child health and adolescent health. The home delivery of contraceptives, ensuring spacing at birth, ensuring access to pregnancy testing kits are being given emphasized by the department in its reproductive health.

 

 

Takam Sharmila Gora Memorial Football Tournament

Todo United face ITBP in final today

ITANAGAR, Jul 11: Todo United FC (TUFC) will face mighty Indo Tibetan Border Police (ITBP), Kimin in the final of the first Takam Sharmila Gora Memorial Football Tournament at Rajiv Stadium Naharlagun on July 12 at 2.30pm.

The final will be repeat of the opening match where the para-military force team defeated Todo United by solitary goal. Todo United has an opportunity to avenge the defeat.

Throughout the tournament, TUFC and ITBP played strongly. TUFC had just one defeat whereas ITBP, so far, remained undefeated in the ongoing tournament. ITBP entered into the final defeating Bamang Taji FC 3-1 while Todo United beat Gora Makik SC in tie-breaker to reach the final.

This tournament is being organized in memory of Lt. Takam Sharmila Gora, who was a keen lover of football. She was also an active student leader. She was the All Arunachal Pradesh Students’ Union (AAPSU) Women Wing president for two tenures during her student days.

Later, she married to Gora Makik (a business man) and worked as Govt. servant.

The entire tournament is financed by Gora Makik, who himself is a football lover and owns the Gora Makik Sporting Club.

Gora Makik informed that the winner of the tournament will be awarded cash prizes of Rs Two Lakhs along with the coveted trophy while the runners up team will be given Rs One Lakhs. Individual prize winners will be given Rs 10,000 each, he said.

A running trophy worth Rs 2.3 lakh will be given to the champion team. 90 percent of the trophy is silver plated and it weighs 2.98 kg.

Organizing Committee Chairman Takam Tallum Dado informed that Education Minister Tapang Taloh will attend the closing ceremony of the tournament as chief guest.

Meanwhile, Arunachal Pradesh Football Association (APFA) has informed that the 5th Eagle Trophy State Level Football Tournament will start from the first week of August and requested the interested teams to confirm their participation on or before July 20. APFA also informed that only registered clubs along with Chief Minister–XI, Arunachal Pradesh Police (APP) and defending champion ITBP, Kimin will be eligible for participation.

 

 

AAPSU threatens to continue stir

ITANAGAR, Jul 11: All Arunachal Pradesh Students Union (AAPSU) has decided to go ahead with its agitation if government fails to fulfill their seven-point charter of demands submitted earlier through a memorandum.

‘Our third phase of agitation could be 48-hour or 76-hour state-wide bandh call, said AAPSU General Secretary Biru Nasi while addressing the mediapersons  at Arunachal Press Club today.

‘Yet we have not confirmed about our third phase  of agitation but  it would clear after our general meeting with all the federal units of AAPSU like District Students Unions (DSUs) and Community based Students Union (CBSUs) of various district on July 18 next,’ Nasi added.

While responding to query on their demands, Nasi informed that since its inception, AAPSU has been fighting not only for students community but for all citizens of  Arunachal Pradesh, whether it is refugee issue,  or issues related to students  or corruption. The present 80:20 reservation for APST is one of the major achievements of AAPSU which is for the benefit of every Arunachalee. Seven points demands are also for the benefits of every citizen of state and not for the benefit of AAPSU, he added.

AAPSU also expressed gratitude to all the students’ community, government servant and public for voluntarily extending their support in their recently held 36-hour state-wide  bandh.

‘We know that bandh call is not the genuine option to get our job done, but the current government is also rigid and inaccessible, we are not against the government or any development activities or nor  we are fighting for our personal  benefits but we are fighting for every Arunachalee who are crying for basic infrastructure.  We are here for every student who did not get their stipend and quality education, we are fighting for very government servant who didn’t receive their monthly salary yet,’ said Nasi.

Resolving to continue its demands, Nasi also informed that AAPSU will not compromise with its demands.  ‘We  are ready to roll back , but only  when  the state government  will assure to confer quality education with  sound infrastructure, adequate teachers and lecturers in every school and college, basic amenities, regular  salary  to its employees, clarification on mismanagement of  funds and others.”

 

 

Students injured in violent attack

ITANAGAR, Jul 11: All Idu Mishmi Students Union and Lower Dibang Valley Students Union have informed that a mob assaulted student leader Unti Umbrey along with his two friends.

The unions threatened to launch 24 hours bandh call demanding ‘immediate arrest of the culprits and strict procedures initiated as per Law’. The apathies on the part of the administrators of the capital regarding such negative incidents can only lead to the deterioration of various tribes' faiths, a joint statement read.

Condemning the attack, Lower Dibang Valley District Students Union has demanded for immediate arrest of the culprits involved. In a statement to the media, Ashomi Linggi, President, LDVDSU has warned of indefinite protests if the demand is not fulfilled.

"Our protests will not be confined to Lower Dibang Valley district. We will launch our agitation in Itanagar," said Linggi.

Umbrey, who is currently undergoing treatment at a local hospital in an FIR, said that upto 20 people barged into his rented apartment at 12.30 AM here on July 11 and attacked him with hockey sticks and a dao and also beat up two his friends while another one was locked up. Umbrey in the FIR has named atleast three people for the attack including one Tasar Charu who allegedly used a dao to attack him.  Along with the victim, his room visitors Agori Mize and Ibom Riram were also physically assaulted. While the attack took place, Umbrey's roommate Tapan Gap was locked in a separate room by the assailants, according to the FIR.

Capital City Police Chief Seiju P Kuruvilla has said that a case has been registered and investigations are on. He said that no arrests have been made but alleged attackers have been identified.  

 

 

Padi Richo appointed APCC president

ITANAGAR, Jul 11: Senior Congress leader of the state Padi Richo was appointed Arunachal Pradesh Congress Committee (APCC) president with immediate effect at New Delhi today. Congress President Sonia Gandhi approved the appointment this morning, informed an official release.

Meanwhile, Congress Legislature Party (CLP) leader and Chief Minister Nabam Tuki has congratulated Padi Richo on his appointment as the new APCC president.

Richo who has been a long time Congressman from the state has been active in public life for more than three decades.

Born on 22nd August, 1965 at Ziro in Lower Subansiri district, he has held many important organizational positions right from the grassroots level in the Congress Party. Apart from being a Cabinet Minister and MLA from Ziro Hapoli Assembly Constituency, Richo had held different positions like Member AICC, General Secretary PCC, Vice President PCC, Chairman Labour Cell PCC, National Executive Member of Indian Youth Congress (IYC), Convenor North East of INTUC, among others. He has also been President of the INTUC State Unit since 2004.

While extending thankfulness  to Congress president in the national capital, Richo said that strengthening the Party in the State at all levels would be his foremost priority. He also called for better co-ordination between the Party and the Government and said that he would work in close co-ordination with Chief Minister Nabam Tuki to fulfill this objective.

“I am sure that all the rank and file will work with unity and common sense of purpose to further the cause of the Congress Party in our state. Ours is a pro-people Party and we have the full confidence of the people of the state with us. The task ahead is to increase the participatory culture in the Party and I ensure that every voice will be heard and acted upon. I continue to remain a loyal soldier of the Party”, he added.

AICC General Secretary in-charge of Arunachal Pradesh Luizinho Faleiro congratulated Richo and welcomed his elevation as APCC President, the release added.

UD & Tourism Minister Pema Khandu, in his congratulatory message, said Richo being a dynamic leader with innovative ideas would take the ruling party to newer heights. AICC president and the state CM deserve appreciation for the decision.

 

 

Attack on NE people: Bezbaruah committee submits report

New Delhi, Jul 11: A committee, set up to look into the concerns of people from the Northeast living in different parts of the country, has recommended legal measures to ensure their safety and security from any assault on them.

The M P Bezbaruah committee, which submitted its report to Minister of State for Home Kiren Rijiju today, quoted a High Court observation which suggested that any attack of racial nature should be made a punishable offence.

However, sources said, no suggestion has been given by the committee for enactment of an anti-racial law but strengthening and proper implementation of existing laws.

When contacted, Bezbaruah, a former IAS officer, said the committee has given various recommendations on the basis of its terms and conditions.

"We have analysed the problem and recommended how to address it," he told PTI.  After receiving the report, Rijiju said it will be processed on priority. The Committee was constituted in February, 2014 to look into the various concerns of persons hailing from the North Eastern states who are living in different parts of the country, especially the Metropolitan areas, and to suggest suitable remedial measures which could be taken by the government.

The Terms of Reference of the Committee were: (1) to examine the various kinds of concerns, including the concerns regarding security, of the persons hailing from the North Eastern states (2) to examine the causes behind the attacks/violence and discrimination against the people from the North-Eastern states (3) to suggest measures to be taken by the government to address these concerns (4) to suggest legal remedies to address these concerns.

Parents construct bridge on self-help basis

DAPORIJO, July 11: The weak suspension bridge over Subansiri River has been repaired by the parents and guardians of the students of Kuporijo VKV on self help basis.

The suspension bridge located at Pakam Colony was in a deplorable condition for years of wear and tear. The constant threat posed by the bridge was brought to the notice of the authority several times. But no initiative was taken yet to repair the weak bridge.

The negligence on the part of the department to repair the bridge could have invited untoward incident. But timely intervention of the parents of students of the VKV to repair the bridge voluntarily has given big sigh of relief to thousands of students of the school.

Meanwhile, local MLA and APDEA chairman Dikto Yekar appreciated the noble work and appealed to the public to come forward and render service voluntarily for the welfare of the society.

Meanwhile, the parents have demanded the government to establish a police beat post near the bridge to restrict movement of vehicle more than bearing capacity of the bridge which serves as the lifeline for people of the area and students in particular.

 

 

CM calls for formulation of vibrant human resource policy in health sector

ITANAGAR, Jul 11: Reiterating that health sector would always remain the top priority agenda of his government, Chief Minister Nabam Tuki has directed the department to come up with a vibrant human resource policy for rational deployment and transfer and posting of staff for approval.

Chairing the pre-budget discussion-cum-consultation of the department in the conference hall of his official bungalow here on Thursday, Tuki pointed out that making doctors, nurses and other para medical staff in various hospitals and health centres has been posing a great challenge which should be addressed through an effective policy.

Some of the important observations of the CM included supportive supervision and monitoring of the health facilities to be strengthened. All the DMOs, DRCHOs, MO i/c should carry out monthly monitoring visits to the concern health facilities.

Stressing on “Health for all” to be the buzz word of the department, he directed all state health authorities to visit the districts for monitoring.

Health Minister Kalikho Pul apprised the CM of major issues of the department like transfer and posting policy, shortfall of critical manpower, state share etc.

Earlier, H&FW Secretary Indra Mallo through a PowerPoint presentation highlighted the status of major schemes of the department and NRHM, like CMUHIS, JSSK, JSY, RBSK, infrastructure development, ASHA, etc. She briefed the achievements and major outcomes of the department, saying that the state has improved in many health indicators and achieved major targets set by the state and the Centre. However, initiatives are being taken to tackle the increasing trend in infant mortality rate (IMR), a concern. Rational deployment of health human resource and shortage of manpower were key challenges being faced by the department.

Director Dr. Kartik Nishing, NHM Mission director P. N. Thungon, NHM Finance director Habung Youngbow, NHM state finance manager Arup Paul, consultant Haiwang Wangsu were also present.

The CM has directed the Social Justice & Empowerment and Tribal Affairs Department to obtain need-based approval of schemes from the state government to avoid resource wastage and mis-utilization of funds released by various union ministries.

Chairing the pre-budget discussion-cum-consultation of the department, particularly its schemes of Tribal Affairs, Rural Development (NSAP), Minority Affairs (MsDP), Social Justice & Empowerment ministries, besides own plan  schemes, he directed the nodal departments to maintain proper records and cross check the schemes being implemented to avoid duplication.

While expressing his satisfaction on the functioning of EMRS Bana, which he had visited recently and interacted with the students and faculties, he suggested to regulate all pending issues of EMRS Bana and Lumla as all liabilities were cleared by the state Govt. However, he recommended inclusion of provision for security fencing and proper electrification including solar lights.

Highlighting implementation of numerous central schemes, SJE&TA Minister Kalikho Pul pinpointed the shortage of manpower, causing lapses in monitoring and evaluation of implementation of all schemes due to geographical as well as social factors. Thus, he urged the CM for creation of posts for effective implementation of schemes and increase activities in greater welfare. He also stressed on implementation of Scheduled Tribes and other Traditional Forests Dwellers (Recognition of Forest Rights) Act, 2006.

SJE&TA Parliamentary Secretary Karya Bagang and SJE&TA commissioner Hage Kojeen also took part in the deliberation.

SJE&TA director i/c Tao Tebin through a PowerPoint presentation reflected the status of grants received from union ministries and the status of implementation of all schemes sponsored.

In another review meeting, the CM advocated for concerted efforts at all levels for timely and effective implementation of Women and Child Development (WCD) Department schemes. He stressed on expeditious setting up of Juvenile Remand Homes in Capital Complex and East /West Zones of the state to deal with juvenile cases. He suggested exploring the feasibility of clubbing up identical schemes to yield higher benefit. He emphasized to roll out of Indira Gandhi Matritva Sahyog Yojana (IGMSY), being implemented as pilot project in Papum Pare district, throughout the state to benefit all pregnant and lactating mothers.

WCD Minister Kalikho Pul stressed on manpower requirement for implementation of Integrated Child Protection Scheme (ICPS) and National Mission for Empowerment of Women scheme. It is also essential to put in place all statutory bodies as mandated in Juvenile Justice (Care and Protection) Act as the progress of implementation is monitored by the Supreme Court from time to time, he said and advised for establishment of Juvenile Remand Homes at Ziro and Tezu considering the difficult geographical conditions.

Kojeen appraised that GOI is providing cent percent fund for establishment of State Mission Authority under National Mission for Empowerment of Women and 90 percent fund for implementation of ICPS scheme. So the manpower requirements of both the schemes are to be looked into on merit.

Jamoh inspects Ruksin CHC

PASIGHAT, Jul 11: 37-Pasighat West MLA Tatung Jamoh along with Dr. T Gao DRCHO (DMO Incharge), ZPC Kaling Dai and Ruksin ZPM Toggeng Panyang today visited Ruksin CHC and interacted with the doctors and staffs.

According to the MLA, Ruksin Community Health Center is recognized as Regional Diagnostic Center and rated amongst the best centre that is equipped with all the holistic facilities to eradicate a disease from its root level. It was very important and one of the First Referral Units (FRU) in the district, where about five thousands patients are being treated by the doctors every month. Doctors should play important roles in saving precious human lives and deserve of high praise and would get all possible helps from the government.

He visited all the branches of the CHC and expressing his dismay said “it is reported that lots of sophisticated instruments and equipments have been provided to CHC but not used by the medical fraternity.” He directed the SMO Dr. Dilip Dutta to prepare a detail report of requirements and problems being faced by them so that he could take up the grievances with the Health Minister.  

Meanwhile, ZPM Panyang demanded immediate installations of all the sophisticated equipments so that the doctors could deliver better services to the patients. Panyang said CT Scan machine is not in used and patients of the area use to go to Dibrugarh which is not only very expensive but it adds extra financial burdens like to and fro journey expenditure, hotel expenses and kills much times. For X-Ray, Ultrasound and Endoscope patients use to go to Pasighat or in nearby private clinics which are also unaffordable for all. He also appealed the MLA to take immediate actions with the appropriate authorities to carry out the installations of all the equipments on priority and also convince the higher authorities posting of Dental Surgeon and Pediatric taking steps towards improving the present situation.

Dr. Dilip Dutta (SMO) clarified that one CT Scan machine worth crores, one Ultrasound machine and one Endoscope machine are lying unused because those sophisticated instruments were supplied long back in the year 2005 last without any valid documents or source(s) and the suppliers didn’t turn up for installation. However, engineers were called for installation of the CT Scan machine several times. In their first visit engineers rejected the room set for the purpose saying to be unfit. Accordingly the room was modified as recommended but the engineers rejected again because doors and windows etc were not compatible for operation. While visiting for the third time they installed the machine and reported that unused batteries were damaged. Accordingly batteries were replaced but they informed that inbuilt mother board found damaged due to moisture, informed Dr. Dutta. On the other hand, the Ultrasound machine is digitally locked and can’t be installed by anybody without installation software other than the actual supplier. Nothing was handed over officially by some one to us till date. The X-Ray machine was also supplied at the same time but the district authority taking initiative some how installed the machine and using in the PHC though many of the times found fail due to low voltage and fluctuations of power supply.

Taking privilege, the SMO Dutta further informed that the Pathological Laboratory is also not functional due to want of Pathologists and Bio-Chemists. He while informing that the Kitchen room is being utilized as Labor-Room asked the MLA to arrange to construct a separate Labor Room with Operation Theater facility.  DIPRO

 

 

Enrolment of beneficiaries under APCMUHIS to start in Lohit

TEZU, Jul 11: A meeting in connection with the Arunachal Pradesh Chief Minister's Universal Health Insurance Scheme (APCMUHIS) was convened at the Conference Hall of Deputy Commissioner Tezu today. The APCMUHIS is a family floater policy with sum insured of Rs. 2 lakh per family per year.

The Deputy Commissioner Dr. Brij Mohan Mishra chaired the meeting and hoped for a systematic and comprehensive enrolment of all the eligible beneficiaries of the district. Dr. Mishra termed the scheme as visionary and lauded the Chief Minister for pioneering a noble scheme where the beneficiary doesn't pay anything (right from enrolment) but gets benefitted abundantly.

He has asked all the PRI members, goan burghs, officers and staff of every department to disseminate the information regarding the enrolment of beneficiaries to the circle or villages so that maximum number of people are benefitted under the scheme.

Guiding the ASMs and Gaon Burahs to be present in their respective village/ circle enrolment centres as introducer and supervisor of the villagers who do not possess required documents he has also requested for cooperation and coordination from every level to make the enrolment process a success.

DMO Dr. Karrik Basar narrated the background and aims and objectives of the APCMUHIS.

Representative from Dedicated Health Care Services (TPA) Pvt. Ltd. DeSouza informed the members on the cashless hospitalization facility of up to Rs. 2 lakhs through smart cards in empanelled hospitals in Arunachal Pradesh and 12 other select cities across India like Guwahati, Dibrugarh, Chennai, Vellore etc.

The cashless facility of upto Rs. 2 lakh will be available to per family through smart card which will store all the information relating to one particular family i. e., one family = one smart card.

The enrolment centres will be opened at every village or circle to cover maximum number of beneficiaries. DMO and representatives from dedicated health care services will chalked out a comprehensive and detailed enrolment programme. DIPRO

 

 

Khonsa to host a ‘unique event’ to show-case Indigenous traditional dress of Tirap

ITANAGAR, Jul 11: The Tirap district administration in collaboration with the NORTHEAST ZONAL CULTURAL CENTRE, Dimapur and the Directorate of Art and Culture, Naharlagun will host show-casing of indigenous traditional dress of Tirap on 28th July in the Khonsa Town club. Participants from among the Noctes, Tutsas and Ollo Noctes will present their traditional and modern version of their traditional dresses.

The popular artistes of Tirap district including Sanwang Hosai, Mili Singh Lowang, Watsen Bangsia, Hatwang Hosai, Hangthian Tekwa, Sira Meto, Jenpi and a host of others will perform live. A local band will assist the singers. The whole progamme will be choreographed by the popular choreographer Ms Mohini Hosai.

Tirap Deputy Commissioner Kamlesh Kumar Joshi is showing a keen interest to ensure the event a grand success.

It may be mentioned here that Tirap district was chosen by the NEZCC and the Directorate of Art and Culture from among all the 17 districts of the state for this event.

Denhang Bosai, In charge of District Art and Culture Officer, Tirap informed that all preparations were in place adding that the entrainment-starved Khonsa residents will have great fun watching their favourite singers perform and re-visiting their traditional dresses which are worn only during festive occasions. I paid a bribe

Dear Editor,

Through this letter I would like to highlight the frauds committed by the Bharat Sansar Nigam Ltd to its customers. BSNL launched Wimax 4G Broadband Internet service at Naharlagun a year ago. For giving Wimax connection, they take more than a sum of Rs.10,000/ in advance as one year rent. But after collecting the huge amount as one year rent as advance and installing the Wimax Modem BSNL never transmit any Internet signal to the customers. Once in a blue moon the Wimax shows internet signal. But the so called 4G broadband internet service is slower than even the 2G mobile internet. It is so slow that even the Google homepage doesn't open. In spite of repeated written and verbal complaints to BSNL Naharlagun, nothing has been done.

The technician incharge of the Wimax Section in the office of the SDTO, BSNL Naharlagun doesn't move when requested to check the Wimax connection. His usual explanation is there is no signal from Mumbai or Dimapur. But even if there is no internet signal from Mumbai or Dimapur as asserted by him, sometimes he restores the Wimax service immediately. Readers would know when he restores the services.

Plight of the subscribers is that there is no proper Consumer Grievances Redressal Forum in the state and the one which is established at Naharlagun hardly functions.

Today home internet is a basic need of every household as children needs it for every academic purpose. This basic necessity of the people is exploited by the  BSNL Naharlagun.

It is therefore essential that the state government consider encouraging other private home Internet service providers to enter in the state to stop the monopoly by the BSNL authority. It is not a secret that the services of the BSNL is most erratic in all sectors. A state without proper internet service provider cannot imagine taking stride at par with the rest world and in such circumstances our people are sure to be left behind the rest of the world.

Don’t paint this nation in monolingual colour

Dear Editor,

No kudos is enough for Mr. Chanchal Chauhan for the article titled "Linguistic chauvinism"(July 4).

Rightly has Mr.Chauhan demanded that spending of Government money on prizes for working in Hindi or celebrating 'Hindi week' should be immediately stopped. The money, earned through direct and indirect taxes imposed upon all citizens of this multi-lingual heterogeneous land, can never be spent on promotion of the language of a certain section ie North Indians only. Despite being a democratic country where all races, religions and languages demand equal respect and treatment; the annual fund earmarked for promotion of Hindi is infinite times more than the fund allocated to all non-Hindi languages put together! As if awarding cash prizes, increment or promotion to those who learn or work in Hindi in Government sector is not inequality enough, the linguist fanatics feel no qualms in directing the schools to be extremely liberal while providing marks in Hindi language papers, but remaining tight-fisted for other languages so that non-Hindi speaking students are lured to opt Hindi in hope of better marks at the expense of their own mother tongue! What a barbaric process to popularise the language of certain North Indian states by taking resort to bribery, treachery and posing a direct assault on the right of survival and prosperity of other Indian languages!

\Again rightly has Mr.Chauhan pointed out that English usage has turned Hindi as useless to get jobs. Only if one desires to make a career through Hindi print or visual media, can the learning of the language becomes essential. However, the same rule applies for each and every language. Unless one learns Konkani, can he/she make his/her name in Konkani media! Thus for general education and career opportunities, it is only English all the way; rendering Hindi to an absolute non-entity.

Have all problems in the country got solved as soon as the NDA Government took over the reins of the nation and "good times" have at last emerged in the Indian horizon! According to the 'Millennium Development Goals Report 2014' released by the United Nations; nearly one-third of the world's extremely poor people live in India, India remains in the leading position in the world as far as children mortality before they attain the age of 5 is concerned and as many as 60% of the citizens of this "progressive" "modern" "dynamic" "global power" have to defecate in the open!  Instead of extricating the vast hapless population from the vicious cycle of hunger-poverty-malnutrition-death and solving the burning issues like Maoist insurgency, infiltration across the borders, terrorism or the deluge of rapes and atrocities against the women folk across the country; the vested interests are lavishly wasting time by researching on newer avenues to impose Hindi! Karunanidhi has rightly advised that the NDA should focus on delivering the economic and social promises instead of trying to "promote" Hindi.

While Switzerland places all languages spoken in its territory on the same pedestal, multi-lingual Israel revived the dead language named Hebrew and designated it as the national language so that no particular linguistic group can get added advantage. The world's largest democracy should learn from these nations what linguistic democracy and equality are all about.

If any high-profile individual is madly in love with Hindi or feel unease in English and uses the North Indian language while addressing the whole nation or even in international forum, it remains his/her personal democratic choice; though this pro-Hindi bias certainly hurts the sentiments of the non-Hindi speakers. But by drawing strength from his/her blind admiration of Hindi; no one holds any moral, democratic or Constitutional right to impose Hindi upon the non-Hindi speaking electorate. When will the Hindi-imperialists become enlightened of the fact that this heterogeneous multi-ethnic multi-lingual land is neither the colony of Bihar to Rajasthan nor paternal property of the Hindi-speakers? They simply have no authority to Hindi-ise this diverse colourful mosaic named India which is actually a conglomeration of different regions, each possessing distinct linguistic and cultural identity of its own. Any attempt to paint this nation in a particular monolingual colour will definitely Balkanise it.

Dear Editor,

Through your esteemed daily, I would like to congratulate the Department of Power, Bomdila Division for their exemplary work.

There's a popular saying, "Promises are made to be broken". Truly, it goes well with our public leaders but it's no denying the fact as well that our govt offices are not untouched with this. How much time it takes a work to be accomplished in a govt office is known to all.  Hats off to the speed of any assignment being undertaken by a govt enterprise. They never stood up to their words given.

But to the contrast and amazingly, the timeline given by the Department of Power, Bomdila Division, Arunachal Pradesh in restoring tower no. 159 near Bhalukpong has been rightly achieved. The citizens of the affected districts were surprised when suddenly around 09:30 PM on 09.07.2014 bulbs and CFLs in their houses glowed. All of a sudden, the darkened town shined and joy and happiness restored everywhere.

Everything has come to normal. But, what needs attention here is the commitment of the Power department and its timely fulfilment. This is a rare and exceptional occurrence in India, and in Arunachal Pradesh, it's something next to impossible. But, the way the Power Department, this time, has performed is an example and a milestone set for other similar departments. All the people behind the scene really deserves public applaud. And if only one and all from every field adopt the same attitude of commitment, it is for sure that - "achhe din aa hi jayenge". This is just a beginning for sure!

Dear Editor,

We the public cum business people would like to request the state government and AAPSU to think for the public. No doubt AAPSU demands are genuine but we don't think that Union should harass poor people of the state. Our livelihood depends on our daily work and due to bandh, we have been deprived of it.

This time we are really disappointed with our state government and AAPSU.  Enough is enough. We are really frustrated with bandh call. If our state government cares for us then please do something for the poor people. Hope AAPSU will understand our feelings.

Good beginning

With an allocation of Rs 53,706 crore in the ongoing fiscal for the North East, Finance Minister Arun Jaitley yesterday sought to end the 'sense of isolation' of the region proposing a slew of proposals, including enhanced road and rail connectivity and fostering of organic farming. Giving equal importance to the development of roads, he proposed a total investment in National Highways Authority of India and state roads of an amount of Rs 37,880 crore, which includes Rs 3,000 crore for the North East. Underlining the importance attached by the Narendra Modi-led government to the region, the finance minister also mooted launching of a 24x7 television channel for the region apart from setting up a sports university in Manipur.

The finance minister also emphasized on the need to tap potential for development of organic farming in India's North Eastern (NE) region. Modi government has made strong statement with their endevour to end the 'sense of isolation.' Repeated attacks on people hailing from NE states in various parts of country in particularly at national capital Delhi has become matter of concern in recent years. It has added to the sense of alienation people of this region was already feeling due to sluggish development of NE states. Modi government should ensure that programmes and policies announced be implemented in true spirit.
