Earlier, the delegation submitted a memorandum to the chief minister requesting creation of a separate cadre for IAS/IPS/IFS Officer’s of the state, to raise the cadre strength of IAS from existing 37 to 75, implementation of Bagra Committee recommendation in toto for streamlining the APCS cadre, providing soft loan for vehicles and triennial cadre review and for review of the notification issued on March 1, 2014 by RD department for appointment of APCS officer as BDO, incentives to APCS officers posted in hard belt of the state at par with All India Service (AIS), to provide Govt. residential accommodation to APCS officers in the state capital.
The association also appealed to the chief minister for a thorough inquiry into the assault case involving one APCS officer at Seppa during the last general election.
TCYA alleges Assam police atrocities at Taraso
ITANAGAR, Jul 11: Taraso Circle Youth Association (TCYA) has condemned the atrocities being meted out against the people of Arunachal Pradesh at Taraso circle by Assam Police.
According to TCYA, one Doctor Tisso of Taraso Karbi of Taraso circle was arrested by Assam Police without any valid reason when he was searching for his missing cow. Later, he was sent to Behali Police station without giving any information to his family members or relative, informed the association.
While describing the tense situation prevailing in the area, the Association further claimed that the domestic animals, particularly cattle, of the villagers are being taken away forcefully by Assam Police personnel and sold them in local markets.
The Youth Association urged governments of both Assam and Arunachal Pradesh to seriously look into the matter and solve it amicably for good. It also urged the district administrations of Papum Pare of and Sonitpur, Assam to look into the matter seriously before the situation aggravates.
BJP terms Union Budget historic

ITANAGAR, Jul 11: All Arunachal Pradesh Border Students’ Union (AAPBSU) urged both the Eastern and Western Zone chief engineers of PHED to implement the National Rural Drinking Water Supply Programme (NRDWP) properly in the state by maintaining the guidelines to provide drinking water, especially to the rural people.
AAPBSU in a memorandum to both the CEs appealed to carry out the scheme at remote rural areas of the state particularly at interior and rural border areas where people are still not getting the benefit of this scheme.
“Rural water supply has traditionally focused on extending coverage to rural areas in order to provide safe drinking water and service at rural areas. Water being a state subject, the primary responsibility of providing drinking water facilities in the country rest with the respective state government while the centre formulates policies and guidelines for the sector and supplements the efforts of the Governments by providing technical and financial assistance under the centrally sponsored Accelerated Rural Water Supply Programme (ARWSP), now rechristened NRDWP,” the memorandum said.

Old man injured by landslide

The land slide also damaged several dwelling houses in the colony. There are more than 1000 families living in the colony and the total population is about 3400. Landslide is a regular phenomenon of the area but the magnitude of landslide occurred this year has been heavier than earlier, according to a release.
The colony dwellers have appealed to the authority concerned to take necessary step to prevent such landslide to protect the life and properties of the people.
AASSATA seeks four month’s pending salary
ITANAGAR, Jul 11: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has urged the state government to release the pending four months’ salary of SSA teachers by the end of July.
In its letter submitted to the state project director, SSA, Rajya Sabha, while saying that it has learned from some reliable source that MHRD had released Rs 5 crore for SSA teachers in the state last month, it warned of launching democratic movement if the demand is not fulfilled.

ITANAGAR, Jul 11: The School Management Committee (SMC) along with parents of Govt. Middle School, Hawa Camp conducted a plantation programme cum environmental awareness camp at Hawa Camp today.
An Essay writing competition on topic "Importance of plants in our daily life" was also organized among the students to create awareness among them about the role of plants in our daily life. Nich Raja of Class VIII won the first prize while Nabam Yagar and Taba Soniya were adjudged second and third respectively. The plantation programme was sponsored by IOC Kimin Bottling Plant to mark Van Mahotsav month.

The health minister was addressing at World Population Day (WPD) function being observed by the department of National Health Mission erstwhile National Rural Health Mission at Naharlagun.
Citing the experts’ report which revealed that by 2030, India would be the most populous country in the world if it goes by the current birth rate, the Minister alerted that explosion of population will have greater impact on natural resources, water and other basic amenities.

Students injured in violent attack
ITANAGAR, Jul 11: All Idu Mishmi Students Union and Lower Dibang Valley Students Union have informed that a mob assaulted student leader Unti Umbrey along with his two friends.
The unions threatened to launch 24 hours bandh call demanding ‘immediate arrest of the culprits and strict procedures initiated as per Law’. The apathies on the part of the administrators of the capital regarding such negative incidents can only lead to the deterioration of various tribes' faiths, a joint statement read.
Condemning the attack, Lower Dibang Valley District Students Union has demanded for immediate arrest of the culprits involved. In a statement to the media, Ashomi Linggi, President, LDVDSU has warned of indefinite protests if the demand is not fulfilled.
"Our protests will not be confined to Lower Dibang Valley district. We will launch our agitation in Itanagar," said Linggi.
Umbrey, who is currently undergoing treatment at a local hospital in an FIR, said that upto 20 people barged into his rented apartment at 12.30 AM here on July 11 and attacked him with hockey sticks and a dao and also beat up two his friends while another one was locked up. Umbrey in the FIR has named atleast three people for the attack including one Tasar Charu who allegedly used a dao to attack him. Along with the victim, his room visitors Agori Mize and Ibom Riram were also physically assaulted. While the attack took place, Umbrey's roommate Tapan Gap was locked in a separate room by the assailants, according to the FIR.
Capital City Police Chief Seiju P Kuruvilla has said that a case has been registered and investigations are on. He said that no arrests have been made but alleged attackers have been identified.

Attack on NE people: Bezbaruah committee submits report
New Delhi, Jul 11: A committee, set up to look into the concerns of people from the Northeast living in different parts of the country, has recommended legal measures to ensure their safety and security from any assault on them.
The M P Bezbaruah committee, which submitted its report to Minister of State for Home Kiren Rijiju today, quoted a High Court observation which suggested that any attack of racial nature should be made a punishable offence.

"We have analysed the problem and recommended how to address it," he told PTI. After receiving the report, Rijiju said it will be processed on priority. The Committee was constituted in February, 2014 to look into the various concerns of persons hailing from the North Eastern states who are living in different parts of the country, especially the Metropolitan areas, and to suggest suitable remedial measures which could be taken by the government.

Parents construct bridge on self-

DAPORIJO, July 11: The weak suspension bridge over Subansiri River has been repaired by the parents and guardians of the students of Kuporijo VKV on self help basis.
The suspension bridge located at Pakam Colony was in a deplorable condition for years of wear and tear. The constant threat posed by the bridge was brought to the notice of the authority several times. But no initiative was taken yet to repair the weak bridge.
The negligence on the part of the department to repair the bridge could have invited untoward incident. But timely intervention of the parents of students of the VKV to repair the bridge voluntarily has given big sigh of relief to thousands of students of the school.
Meanwhile, local MLA and APDEA chairman Dikto Yekar appreciated the noble work and appealed to the public to come forward and render service voluntarily for the welfare of the society.
Meanwhile, the parents have demanded the government to establish a police beat post near the bridge to restrict movement of vehicle more than bearing capacity of the bridge which serves as the lifeline for people of the area and students in particular.
CM calls for formulation of vibrant human resource policy in health sector
ITANAGAR, Jul 11: Reiterating that health sector would always remain the top priority agenda of his government, Chief Minister Nabam Tuki has directed the department to come up with a vibrant human resource policy for rational deployment and transfer and posting of staff for approval.

Some of the important observations of the CM included supportive supervision and monitoring of the health facilities to be strengthened. All the DMOs, DRCHOs, MO i/c should carry out monthly monitoring visits to the concern health facilities.
Stressing on “Health for all” to be the buzz word of the department, he directed all state health authorities to visit the districts for monitoring.
Health Minister Kalikho Pul apprised the CM of major issues of the department like transfer and posting policy, shortfall of critical manpower, state share etc.
Earlier, H&FW Secretary Indra Mallo through a PowerPoint presentation highlighted the status of major schemes of the department and NRHM, like CMUHIS, JSSK, JSY, RBSK, infrastructure development, ASHA, etc. She briefed the achievements and major outcomes of the department, saying that the state has improved in many health indicators and achieved major targets set by the state and the Centre. However, initiatives are being taken to tackle the increasing trend in infant mortality rate (IMR), a concern. Rational deployment of health human resource and shortage of manpower were key challenges being faced by the department.

While expressing his satisfaction on the functioning of EMRS Bana, which he had visited recently and interacted with the students and faculties, he suggested to regulate all pending issues of EMRS Bana and Lumla as all liabilities were cleared by the state Govt. However, he recommended inclusion of provision for security fencing and proper electrification including solar lights.
Highlighting implementation of numerous central schemes, SJE&TA Minister Kalikho Pul pinpointed the shortage of manpower, causing lapses in monitoring and evaluation of implementation of all schemes due to geographical as well as social factors. Thus, he urged the CM for creation of posts for effective implementation of schemes and increase activities in greater welfare. He also stressed on implementation of Scheduled Tribes and other Traditional Forests Dwellers (Recognition of Forest Rights) Act, 2006.

In another review meeting, the CM advocated for concerted efforts at all levels for timely and effective implementation of Women and Child Development (WCD) Department schemes. He stressed on expeditious setting up of Juvenile Remand Homes in Capital Complex and East /West Zones of the state to deal with juvenile cases. He suggested exploring the feasibility of clubbing up identical schemes to yield higher benefit. He visited all the branches of the CHC and expressing his dismay said “it is reported that lots of sophisticated instruments and equipments have been provided to CHC but not used by the medical fraternity.” He directed the SMO Dr. Dilip Dutta to prepare a detail report of requirements and problems being faced by them so that he could take up the grievances with the Health Minister.
Meanwhile, ZPM Panyang demanded immediate installations of all the sophisticated
equipments so that the doctors could deliver better services to the patients. Panyang
said CT Scan machine is not in used and patients of the area use to go to Dibrugarh
which is not only very expensive but it adds extra financial burdens like to and
fro journey expenditure, hotel expenses and kills much times. For X-
Dr. Dilip Dutta (SMO) clarified that one CT Scan machine worth crores, one Ultrasound
machine and one Endoscope machine are lying unused because those sophisticated instruments
were supplied long back in the year 2005 last without any valid documents or source(s)
and the suppliers didn’t turn up for installation. However, engineers were called
for installation of the CT Scan machine several times. In their first visit engineers
rejected the room set for the purpose saying to be unfit. Accordingly the room was
modified as recommended but the engineers rejected again because doors and windows
etc were not compatible for operation. While visiting for the third time they installed
the machine and reported that unused batteries were damaged. Accordingly batteries
were replaced but they informed that inbuilt mother board found damaged due to moisture,
informed Dr. Dutta. On the other hand, the Ultrasound machine is digitally locked
and can’t be installed by anybody without installation software other than the actual
supplier. Nothing was handed over officially by some one to us till date. The X-

Enrolment of beneficiaries under APCMUHIS to start in Lohit
TEZU, Jul 11: A meeting in connection with the Arunachal Pradesh Chief Minister's Universal Health Insurance Scheme (APCMUHIS) was convened at the Conference Hall of Deputy Commissioner Tezu today. The APCMUHIS is a family floater policy with sum insured of Rs. 2 lakh per family per year.
The Deputy Commissioner Dr. Brij Mohan Mishra chaired the meeting and hoped for a systematic and comprehensive enrolment of all the eligible beneficiaries of the district. Dr. Mishra termed the scheme as visionary and lauded the Chief Minister for pioneering a noble scheme where the beneficiary doesn't pay anything (right from enrolment) but gets benefitted abundantly.
He has asked all the PRI members, goan burghs, officers and staff of every department to disseminate the information regarding the enrolment of beneficiaries to the circle or villages so that maximum number of people are benefitted under the scheme.
Guiding the ASMs and Gaon Burahs to be present in their respective village/ circle enrolment centres as introducer and supervisor of the villagers who do not possess required documents he has also requested for cooperation and coordination from every level to make the enrolment process a success.

DeSouza informed the members on the cashless hospitalization facility of up to Rs. 2 lakhs through smart cards in empanelled hospitals in Arunachal Pradesh and 12 other select cities across India like Guwahati, Dibrugarh, Chennai, Vellore etc.
The cashless facility of upto Rs. 2 lakh will be available to per family through smart card which will store all the information relating to one particular family i. e., one family = one smart card.

I paid a bribe
Dear Editor,
Through this letter I would like to highlight the frauds committed by the Bharat Sansar Nigam Ltd to its customers. BSNL launched Wimax 4G Broadband Internet service at Naharlagun a year ago. For giving Wimax connection, they take more than a sum of Rs.10,000/ in advance as one year rent. But after collecting the huge amount as one year rent as advance and installing the Wimax Modem BSNL never transmit any Internet signal to the customers. Once in a blue moon the Wimax shows internet signal. But the so called 4G broadband internet service is slower than even the 2G mobile internet. It is so slow that even the Google homepage doesn't open. In spite of repeated written and verbal complaints to BSNL Naharlagun, nothing has been done.
The technician incharge of the Wimax Section in the office of the SDTO, BSNL Naharlagun doesn't move when requested to check the Wimax connection. His usual explanation is there is no signal from Mumbai or Dimapur. But even if there is no internet signal from Mumbai or Dimapur as asserted by him, sometimes he restores the Wimax service immediately. Readers would know when he restores the services.
Plight of the subscribers is that there is no proper Consumer Grievances Redressal Forum in the state and the one which is established at Naharlagun hardly functions.
Today home internet is a basic need of every household as children needs it for every academic purpose. This basic necessity of the people is exploited by the BSNL Naharlagun.
It is therefore essential that the state government consider encouraging other private home Internet service providers to enter in the state to stop the monopoly by the BSNL authority. It is not a secret that the services of the BSNL is most erratic in all sectors. A state without proper internet service provider cannot imagine taking stride at par with the rest world and in such circumstances our people are sure to be left behind the rest of the world.

Through your esteemed daily, I would like to congratulate the Department of Power, Bomdila Division for their exemplary work.
There's a popular saying, "Promises are made to be broken". Truly, it goes well with our public leaders but it's no denying the fact as well that our govt offices are not untouched with this. How much time it takes a work to be accomplished in a govt office is known to all. Hats off to the speed of any assignment being undertaken by a govt enterprise. They never stood up to their words given.
But to the contrast and amazingly, the timeline given by the Department of Power, Bomdila Division, Arunachal Pradesh in restoring tower no. 159 near Bhalukpong has been rightly achieved. The citizens of the affected districts were surprised when suddenly around 09:30 PM on 09.07.2014 bulbs and CFLs in their houses glowed. All of a sudden, the darkened town shined and joy and happiness restored everywhere.
Everything has come to normal. But, what needs attention here is the commitment of
the Power department and its timely fulfilment. This is a rare and exceptional occurrence
in India, and in Arunachal Pradesh, it's something next to impossible. But, the way
the Power Department, this time, has performed is an example and a milestone set
for other similar departments. All the people behind the scene really deserves public
applaud. And if only one and all from every field adopt the same attitude of commitment,
it is for sure that -

Dear Editor,
We the public cum business people would like to request the state government and AAPSU to think for the public. No doubt AAPSU demands are genuine but we don't think that Union should harass poor people of the state. Our livelihood depends on our daily work and due to bandh, we have been deprived of it.
This time we are really disappointed with our state government and AAPSU. Enough is enough. We are really frustrated with bandh call. If our state government cares for us then please do something for the poor people. Hope AAPSU will understand our feelings.

With an allocation of Rs 53,706 crore in the ongoing fiscal for the North East, Finance
Minister Arun Jaitley yesterday sought to end the 'sense of isolation' of the region
proposing a slew of proposals, including enhanced road and rail connectivity and
fostering of organic farming. Giving equal importance to the development of roads,
he proposed a total investment in National Highways Authority of India and state
roads of an amount of Rs 37,880 crore, which includes Rs 3,000 crore for the North

Modi government has made strong statement with their endevour to end the 'sense of isolation.' It has added to the sense of alienation people of this region was already feeling due to sluggish development of NE states.
